In 1932, during the depths of the Great Depression, Congress attempted to reorganize the US government to save money and make it more efficient. One of the proposals was to combine the National Advisory Committee for Aeronautics (NACA) with the Bureau of Standards, which was in charge of creating quality standards for materials manufacturing. Charles Lindbergh, a member of the NACA, wrote to Joseph Ames, another member of the NACA, to argue against the consolidation. While perhaps the first attempt to consolidate or break up the agency, it would not be the last.
